In order to deliver success, the Programme Management Officer/Controller will be part of a matrix team in the UK (including subsidiaries), and a similar organisation in Israel who will transfer the knowledge and expertise to develop, build and accept the capability, to transition and dispose and also manage and run legacy systems.
The PMO will link to the core functions of the ESUK team (Commercial, Financial, HR, Programme Director) but will manage the programme schedules and risk register over the 12-year contract and the post will allow the Programme Dir and Project Managers to monitor and control their projects, in areas which will include scheduling, risk, budget control, reporting and project history. They will be responsible for reflecting corporate P3M policies across project areas, including providing upskilling to new team members and sharing best practice where appropriate.
Key responsibilities are:-

Act as liaison with Prime PM organisation

Manage Programme Baseline change management process

Audit and record change requests
-
Act as secretary (incl. minute taker) for all customer facing meetings
-
Maintain status of approvedbaseline schedule
-
Run the monthly programme reporting rhythm,
-
Analyse reports and Highlight critical path and upcoming milestones and dependencies to PgM
-
Support Israeli Schedule lead in maintaining and validating subsidiary products incl. WBS
-
Maintain RAIDO (Risk, Assumptions, Issues, Dependencies, Opportunities) log and ensuring mitigation actions are embedded into schedules and manger

Chair monthly internal review meetings for these topics

Either support PMs or act as Elbit lead in reviews with the Authority, as required

Maintain Action trackers (internal and external) weekly
-
Monitor and engage with action owners who are overdue for completion

Provide metrics to PgM regarding completion rates and escalate non-compliances

Support Config Control and Document Management

Develop and maintain Project History and Lessons Log

To act as chair for quarterly LFE reviews

Suggest and Manage changes in Project Processes

Create and maintain project on-boarding briefs/packages
The ideal candidate will have worked on large scale or high complexity projects and have excellent personal skills. Awareness of the military context, or of the business areas provided by Elbit, including training and simulation is beneficial but not essential.
ESUK is a close-knit team, with team strengths coming from different cultures and experiences, and so a good communicator and project manager is vital, along with experience of managing high performing teams – under time and delivery pressures, along with the added ingredient of location changes.
Person Specification:

Experience of high-complexity defence procurement projects

Must have experience of recognised Project-related methodologies, such as APM or PRINCE2, and either hold or be willing to work toward an appropriate qualification within the first six months of employment

Advanced user of MS Office applications including MS Project, Word, Excel, PPT
